Are you sure he’s holding a pair of scissors, because if he is he should be using them to trim his necktie to a more suitable length. Like the tie on the gentleman to his right. Though he appears to have his own neckwear issues. Either his knot or his collar is about 15 degrees out of kilter.

Maybe this is just his way of proving that it’s not a clip-on.
